How to read this. These are actual disbursements — checks the state wrote — taken from Delaware's own public Online Checkbook, shown without interpretation. They are not the budgeted or appropriated amounts (that side is published only as PDFs by the Office of Management and Budget). Large totals are often federal-to-state pass-through programs: most of the Department of Health and Social Services figure, for example, is Medicaid, administered through vendors like Gainwell Technologies.
